Competition Guidelines
- The Film-Making is open to all SangguniangKabataan and college school students in San Pedro, Laguna who are interested in filmmaking and wish to participate.
- All entrants (director, scriptwriter, crew, videographer, editor and actors) must be a resident of San Pedro, Laguna who are at least 17 years old and must have his/her parent/guardian sign the form of consent to join said competition. If necessary, non-students may be hired as cast members/actors.
- By signing the Registration Form, the entrants agree to abide by the rules of the competition and the film guidelines and by the decision of the panel of judges. Failure to submit the consent form on or before October 31, 2019 will be considered disqualified.
- The committee reserves the right to disqualify any team who fails to comply with the competition rules and film guidelines.
- The final copy of the film entry and official cover poster (4×3) must be submitted no later than November 11, 2019, 5:00 PM at City Planning Development Coordinator’s Office (City Anti-Drug Abuse Council), 4th Floor, New City Hall Building, Brgy. Poblacion, San Pedro, Laguna.
Short Film Guidelines
- All films received on or before November 11, 2019deadline will be part of the competition. Teams who fail to submit their films on the said deadline will be disqualified to join the competition. However, disqualified entries will still be included in the public screening.
- The film must at least be five minutes but not to exceed than ten minutes in duration, excluding opening and closing credits.
- Films need not be in English however, subtitling in English is highly encouraged.
- The film must be submitted in a DVD and must play using standard film/video programs such as Windows Media Player and VLC Player. Original musical scoring is encouraged.
- The face of the DVD should bear the title of the film and the name of the team.
- Entries must be in line with the theme: Drug Abuse Prevention and Control: “KATARUNGAN PARA SA KALUSUGAN, KALUSUGAN PARA SA KATARUNGAN!”
- All poster entries will be posted on the City of San Pedro Facebook page by November 12, 2019 until November 21, 2019. The design with the most number of likes on the Facebook page will receive a special award.
- Winners will be judged according to the following criteria:
- Relevance to the theme 30%
- Originality and creativity 30%
- Cinematography 30%

Audience Impact 10%
For a total of : 100%
The viewing of all entries and awarding of winners will be on November 24, 2019. Prizes include the following:
1st Prize – Php 15,000
2nd Prize – Php 10,000
3rd Prize – Php 8,000
2 Consolation Prizes – Php 3,000
Special Award – Php 5,000
